Subject: Potential Windfall Tax

Further to our telecon yesterday I confirm that it now looks as if imposition of a Windfall Tax, over and above the 28% Corporate and 50% Special Taxes specified in the original licence terms proposed to Cromwell for any development of Block 77, may be a feature of future negotiations with the Discordian Government.

Cromwell cannot object in principle to imposition of a Windfall Tax, which is not unusual in other countries and which would only kick-in at higher oil prices. The disquieting aspect of the requirement now likely to be imposed by the Discordian Government is however that any such extra payment should be made, not directly into the Discordian Treasury, but into a numbered overseas account – most probably in a Swiss or Cayman Islands bank. It seems likely that a secrecy clause would be imposed so that Cromwell would be constrained from identifying the nature of the extra payment - and possibly indeed be required to disguise it.

Should the Discordian Government prove adamant in pushing these requirements for secrecy, then there would be an obvious clash involved with the Cromwell Group’s Ethical Principles. I would appreciate your guidance on this and, if appropriate, would be prepared to fly to London for a more detailed discussion of these concerns.
