Extract from confidential report “Post-Civil War Development Needs of Discordia” prepared by the Global Investment Bank in Washington D.C. in July-November 2007. It is understood that the final draft has not yet been approved for issue and publication, initially expected in Q1 2008, will not now be issued before end 2008. The delay may reflect continuing concern in the GIB about political and economic stability in Discordia.

Essential first step for all development in Discordia. Beaconsfield is the only significant port through which major construction equipment and capital-investment goods can be landed. Work involved includes extensive dredging, rehabilitation of wharves and jetties, new cranes etc.


Electric Power Supply for Beaconsfield

Essential to Beaconsfield’s working as a port and a trigger for further economic development. Two skid-mounted gas-turbine gen sets would form the basis of the project. Main challenge lies in distribution.

Since the end of the civil war large numbers of young men have been retained in the armed forces since demobilising them into unemployment would probably lead to further instability and crime. Scheme needed for training these men and providing civilian employment for them, including agricultural projects in their home villages.


Combating Maternal Mortality

This programme should ideally be linked to a Family Planning initiative.

With one maternal death in every 31 births the average Discordian woman has a 1 in 5 chance of dying in childbirth. This programme would address this by training and deploying competent midwives and by equipping local clinics. Further detailing needed. The NGO “Nurture” could be a suitable organisation for running this.


Malaria Awareness

$10 -30 initially but significant ongoing expenditure thereafter.
5 Years initiative and lesser effort thereafter to maintain momentum
Scoping should start immediately.
Combination required of awareness, elimination of standing water near habitations and use of impregnated nets in sleeping quarters.


HIV/AIDS Awareness
$10 – 20 million initially but significant ongoing expenditure thereafter.

Scoping should start immediately.
Awareness programme required, ideally fronted by leading political and religious leaders. Uganda may provide best model
