Subject: Security Concerns in Discordia Block 77

Further to our telecon last evening I can now expand at greater length on the situation here in Discordia.

The security threat in Block 77 remains high since the incident last month when a group of armed men who claimed to be members of an Alwi Resistance front (ARF) unit attacked one of our drill sites, thankfully without causing loss of life, though there was significant property damage. Drilling operations have now resumed but until either the Discordian Government allocates more effective security forces to the area, or Cromwell provides its own armed security force, as recommended by Beowulf Integrity Ltd. in its recent report, further incidents cannot be ruled out. The decision to progress with provision of a Cromwell armed security force is one however with such serious implications that I feel it needs to be taken by Cromwell International Ltd. and not by Cromwell Discordia Ltd. alone. Should this option be ruled out then we will have no option but to appeal to the Government for posting more of its own armed security forces to the area. The poor reputation for discipline and for respect of human rights by such forces would however make this last step a very unwelcome and potentially dangerous one.

These concerns about the Discordian security forces have been highlighted recently by the case of a Mr. Jethro Minyura, a village elder from Masilo, one of the communities upstream from the spill from a Cromwell Oil drilling location in February 2006, of which you are aware. Mr. Minyura was very critical of the level of compensation which he essentially blackmailed Cromwell to pay to his village (despite this village being upstream of the spill!) and at intervals since has been campaigning against further drilling in the area.

We have heard last week that Mr. Minyura has been arrested by the police and was reportedly tortured. His family are fearful that he will “disappear” unless outside pressures are brought to bear. So far Cromwell has stood aside in this issue but it is likely that we will be called on to intervene on his behalf. We have so far been unable to ascertain why Mr.Minyura was arrested. Cromwell Discordia Ltd. has never lodged any complaints against him, difficult neighbour though he may have been. It should be noted however that the village of Masilo was the scene of one of a recent attack on a police-station, almost certainly by the ARF, in which seven captured policemen were killed barbarously. It is not known if Mr. Minyura’s detention was in connection with this incident.
