The Mentor: "What Revenues?"

While Discordia’s revenues from Diamonds has been falling and no new discoveries have been made (despite claims by the government of a new mine being created), 60% of the revenue from diamond exports are unaccounted for. Further, education and medical services received less than 40% of the funds budgeted for them in 2004. Looking more toward social concerns, apparently 2005 per-capita income was reported 20-30% higher than actual. Finally, the Discordian President has personally profited from the granting of import and export licenses, and the Finance Minister (Ambrose Stephenson) has a private villa on the Ivory Coast.

Considering the $1.6 to $3.7b of new government revenues expected from the Cromwell E&P deal, where are these revenues expected to go? While we hope they are distributed responsibly, past behavior points to the contrary. The history of corruption of Discordian officials goes far to explain why they would not want an NGO such as Open Books to audit their records; however, it also calls out why openness is so critical moving forward.

Rebuilding: The Future of Concordia

The government is in the process of evaluating the best use of funds and detailed timeline to allocate their resources. Projects the Concordia government will be taking on include rebuilding infrastructure destroyed during civil war, rebuilding schools, hiring teachers, and providing variety of healthcare services.

They will be seeking the help of all NGO’s and other organizations during this process.

Cromwell Oil is withholding information from its own Environmental Impact Assessment until negotiations have been completed with the government; this was confirmed during a meeting early this morning with Cromwell’s PR department. What are they hiding? This is unacceptable behavior from a self-proclaimed “ethical” company that prides itself on transparency.

Subject: Potential Windfall Tax

Further to our telecon yesterday I confirm that it now looks as if imposition of a Windfall Tax, over and above the 28% Corporate and 50% Special Taxes specified in the original licence terms proposed to Cromwell for any development of Block 77, may be a feature of future negotiations with the Discordian Government.

Cromwell cannot object in principle to imposition of a Windfall Tax, which is not unusual in other countries and which would only kick-in at higher oil prices. The disquieting aspect of the requirement now likely to be imposed by the Discordian Government is however that any such extra payment should be made, not directly into the Discordian Treasury, but into a numbered overseas account – most probably in a Swiss or Cayman Islands bank. It seems likely that a secrecy clause would be imposed so that Cromwell would be constrained from identifying the nature of the extra payment - and possibly indeed be required to disguise it.

Should the Discordian Government prove adamant in pushing these requirements for secrecy, then there would be an obvious clash involved with the Cromwell Group’s Ethical Principles. I would appreciate your guidance on this and, if appropriate, would be prepared to fly to London for a more detailed discussion of these concerns.
